Education
Dr. Rowley received a Bachelor of Engineering degree in Mechanical Engineering in 1955 and a Master of Science degree in Mechanical Engineering in 1964 from the University of Southern California. He received a Ph.D. degree in Engineering from Kensington University in 1979. His doctoral dissertation was The Mechanics of Hi-Rate Sand Filtration. Hi-Rate sand filters are the filters of choice for drinking water and swimming pools. Dr. Rowley received the 1985 Spes Hominum Award (For the Good of Mankind) from the National Sanitation Foundation (NSF) for his research and work on water filtration. In December 2002, Dr. Rowley received an Honorary Doctor of Engineering Degree from the International Academy For Integration of Science and Business, Moscow, Russia for his research and work on water filtration.
In 1999, Dr. Rowley received the Visiting Scholar Award for his Advanced Water Treatment Lecture to the graduating class of Civil Engineers at the Mapua Institute of Technology, Inturamuros, Manila, Philippines.
Military Service
Dr. Rowley is a Major General (retired) of the United States Air Force Reserve with thirty-six years of service to the United States of America. Before his retirement, his supervisory command consisted of over 75,000 officers and airmen in the United States Air Force Systems Command. As an Air Force officer, he successfully completed four courses of professional military education (listed in order of increasing importance and difficulty): Squadron Officer School, Air Command & Staff College, Industrial College of the Armed Forces (Master’s Degree equivalent), and Air War College (Master’s Degree equivalent).
Community Service
Dr. Rowley is a Rotarian (Paul Harris Fellow) and has served as President of the Los Angeles Chapter of the Aviation Hall of Fame. He has lectured at many of the leading universities including the Harvard Graduate School of Design and serves as a member of the Board of the University of Southern California Engineering Alumni Association.
He is a Life Fellow of the International Oceanographic Foundation and a Life Member of the Reserve Officers Association, the Air Force Association, and the American Defense Preparedness Association.
