As a Professional Engineer in 26 states, Dr. Rowley has designed more than 675 major commercial swimming pools and spas worldwide over the last 40 years. He is conversant in the often complex seismic and geotechnical issues that come to bear in such cases, and works closely with a team of structural and geotechnical engineering associates.

Dr. Rowley has been a licensed California contractor since 1975 with the following licenses (which are no longer current): a General Engineering Contractor (A), a General Swimming Pool Contractor (C-53), a Plumbing Contractor (C-36) and a Solar Contractor (C-46).

In addition, Dr. Rowley has designed, invented, tested, and built swimming pool equipment, having worked as the Director of Engineering for 10 years for a major pool equipment manufacturer. Dr. Rowley is the named inventor on thirteen (13) U.S. Patents, eight (8) Canadian Patents, and two (2) Spanish Patents for swimming pool equipment. All of these patents became products manufactured by Swimquip (which was bought by Sta-Rite Industries; Sta-Rite Industries was eventually bought by Pentair Pool Products) that are sold in the United States of America and internationally.

Dr. Rowley was retained by the California Superior Court as an expert in an insurance-related matter to investigate and report to the court on 84 Southern California residential swimming pools that possibly suffered earthquake damage. Additionally, he was retained by a leading Southern California developer as an expert to investigate and report on the cause of the damage to over 90 residential swimming pools in a large Orange County hillside housing tract.
