Dr. Rowley is a Board-Certified Forensic Engineer with over 40 years of experience in cases involving:

  • drownings,
  • quadriplegic diving accidents,
  • suction entrapment,
  • filter explosions,
  • other injuries related to swimming pools, spas, hot tubs, waterslides, related equipment (such as pumps, filters, heaters, chemical feeders and storage, etc.), or natural bodies of water, and
  • construction defects in swimming pools, spas, hot tubs, waterslides, and related equipment such as pumps, filters, heaters, chemical feeders and storage, etc…

Dr. Rowley is a registered professional engineer with over 40 years of experience in swimming pool, spa, and related equipment design, construction, operation, failure analysis, and patents. Dr. Rowley is the named inventor on twenty-three patents.

Dr. Rowley founded Rowley International Inc., an aquatic design, engineering, and consulting firm, in 1974. As Principal of Rowley International, he directed the design and monitored the construction of over 650 major commercial swimming pools, including over ninety 50-meter competition swimming pools, throughout the world.

Dr. Rowley has been retained in over 1,000 aquatic cases which have been adjudicated in both Superior Court and Federal Court. He has testified as an expert witness over 300 times in deposition and over 80 times in trial. He has never been disqualified by any court of law from presenting expert testimony.

Dr. Rowley is or has been a Registered Professional Engineer (Mechanical) in twenty-nine states of the United States of America, the District of Columbia, and the U.S. Virgin Islands. He has been a Registered Professional Engineer (Mechanical) in the State of California continuously since February 15, 1963 and a Registered Professional Engineer (Corrosion) in the State of California continuously since November 10, 1976.

Dr. Rowley is a Board-Certified Diplomate of the International Board of Forensic Engineering Sciences (IBFES). As a Fellow of the National Academy of Forensic Engineers (NAFE), he is a Board-Certified Diplomate in Forensic Engineering. He is also a Life Fellow of the American Society of Mechanical Engineers (ASME), a Member of the Society of Forensic Engineers and Scientists (SFES), and a Member of the National Society of Professional Engineers (NSPE).
